Walter was the son of Elder Willis Putman and Arlena Mary Gaier. He married Bonnie Leona Voltz. In 1917, he was a railroad agent for the C&E Railroad, Ohio City, OH. He ran for mayor of Ohio City in 1921. In 1930, he was a salesman at Ford Garage. He was the Van Wert County, OH Treasurer from 1937 until he died in 1969. In 1942, he resided in Van Wert and was on the Board of County Commissioners and worked at the Court House.
