He was the son of Johann Michael & Anna Maria Kugler of Frederick Township. Michael Kugler was from Grossgartach, Germany. Charles had eight siblings.

Charles Kugler b.1805 d.1879, inherited the Seven Stars Inn in Merion, PA, which was previously owned by his grand uncle Charles Kugler.
1785-1805: Owner of the inn Sign of Seven Stars at the Northwest corner of 4th & Race streets, Philadelphia
His next-door neighbor was Francis Hopkinson, signer of the Declaration of Independence, federal judge and controversial U.S. flag designer.
Charles owned several properties in the vicinity of 4th & Race streets in Philadelphia at the time of his death.
He lived at 89 Callowhill, Phila. between 1810-1819

In John F. Watson's "Annals of Phila. & Penna." Vol 3 page 130 "Gas, Watchmen etc." there is the following: "In 1817, Dr. Charles Kugler made illuminating gas, with which Peale's Museum, in the State House, was lighted."
He improved the method by replacing coal with pitch which was derived from trees and therefore abundant. Pitch was also largely free of the noxious, rotten-egg smell of hydrogen sulfide. Peale praised Kugler's innovation.
Charles was in turn a millwright, builder, inn keeper, real estate investor, inventor and innovator as well as a patriot for the American cause.
