Fred grew up in Ft. Stockton, Texas and attended the schools of Engineering at New Mexico A&M in Las Cruces and Southern Methodist University in Dallas. He served as construction engineer for the Texas and Pacific Railway, Gifford Hill and Ben Sira road builders as well as engineering inspector with the Texas State Board of Control.
Fred married Florence Florence of Mesquite on December 23, 1934. They founded the Cliett Insurance Agency in Mesquite.
