Julia was the only child of Marion Jane "Juanita" (Weathers) and the fifth child of Walter Pervia Rowland. She was born in the Shady Dale Community of Love County, OK.
Julia married Luther Ray Hoover on October 4, 1942, and they were the parents of one son, Neil Ray (Hoover) Lester.
Julia married Charles Edwin "Chuck" Lester and they were the parents of Carolyn Joyce "Kitten" Lester.
Julia's ashes will be interred in the Rowland plot of Lakeview Cemetery.

Julie spent her early adult years raising her family in Northern California, before moving to Texas in 1975. She has lived in her current home in East Dallas since 1976. She was a long time member of Mesquite Bible Church where she was a respected leader of women's Bible study groups for many years.
She is survived by one son, Neil Ray and his wife Mary Lancaster, and one daughter Carolyn Joyce and her husband Nick Giardina. She had 6 grandchildren: Matthew Bourasa, James Forrest Clough, Denise Donaldson, Leah Givens, April Hill, and Niki Moeller. She also had 7 great-grandchildren and many, many close friends and loved ones who will miss her dearly.
Julie, known as Juanita to her eight siblings, is survived by three of them: Martha Weathers, Roy Rowland, and Nadine Presley.
Julie's fondest wish would have been for everyone to hear an believe the Gospel message she has requested Lee* to present."
