Vernon is son of Nona P. Godwin (1913 - 2002) and Estes Johnny Eagan (1909 - 1977) and was born and raised in the Lawrence, Jackson counties Arkansas area. He attended Rosebud, Harmony, Strawberry, Old Walnut Ridge, Tuckerman schools in Lawrence and Jackson County Arkansas and Brentwood California Elementary while growing up to graduate High School from Strawberry in 1953. He has bachelor of Science and Masters of Science in school administration degrees from Arkansas State University , Jonesboro, AR.
