The son of Patrizio Paolo Testaferrata and Beatrice Cassia Cagliares, Monsignor Pier Giacomo Testaferrata was born in Valletta, Malta, on October 8, 1678. He studied in Rome at the Sapienza College and by a special permission was ordained to the Priesthood at the young age of 20 by Cardinal Gasparo Carpegna.

Graduating in Civil and Ecclesiastical Laws, Testaferrata was recommended to be appointed Bishop of Malta instead of Bishop Gaspare Gori Mancini. Pope Benedict XIII appointed him as an Official of the Holy See while Pope Clement XII named him Vice - Apostolic Delegate at Ravenna and Governor of Ascoli, Norcia and Castello.

Pope Benedict XIV appointed him Secretary of the Sacred Congregation of the Bishops in 1738. Returning to his native Malta in his later years, Testaferrata resided with his family in Vittoriosa. He died at 85 years of age and is buried at the Santa Teresa Church of the Discalced Carmelite Friars in Cospicua.
