Kate was raised in Newport, Rhode Island, and Dorchester, Massachusetts. Her father was the governor of the Territory of Washington from 1853 to 1857.

In 1886, she married Edward Bingham and moved with her husband to Portland, Oregon. Her husband and brother-in-law founded the Bingham Sectional Horseshoe Company. They promoted it back east and Kate lived in Dorchester and New York from 1887-1888, returning to Portland when the business failed. Her husband practiced law in Portland, where he was involved in ballot reform.

Kate was socially prominent in Portland, was an amateur writer for newspapers and magazines and a member of Unitarian Society there.

After her husband died, she married James Bates and lived in Massachusetts. After 1918, she lived at Cloverfield Farms, near Olympia, Washington.

Her diaries, correspondence and other documents are archived at the University of Oregon Libraries in Eugene, Oregon.
