VIRGINIA BEACH — John Richard Logan Perry, 77, the first and only black to serve on the Virginia Beach City Council, died Tuesday, Jan. 28. After retiring from teaching, Mr. Perry was defeated for his bid for the council in 1982 but won as part of the Team for Responsible Leadership in 1986. He served from 1986 to 1990 but was defeated in a bid for a second term in 1990. He spent much of his earlier career in the teaching profession at the National Science Foundation Institute for High School Teachers at American University. He also taught veterans at Booker T. Washington High School for 20 years after World War II.

Mr. Perry taught for 39 years in Norfolk and Virginia Beach public schools before his retirement and at one time headed the science department at Kempsville High School.

He is survived by a daughter, Becky Livas of Virginia Beach; and three grandchilldren.

A funeral will be conducted at noon Monday at Grace Episcopal Church, Norfolk. Burial will be in Rosewood Memorial Park. The family will be at 609 Red Horse Lane. Arrangements are by Hale Funeral Home, Norfolk.
