Shelby honorably served in the US Navy for seven years and is a veteran of World War II. He received his Bachelors of Science in Electrical Engineering in 1956 from the University of Washington. His career was dedicated to the protection of his country. A nationally recognized expert in the field of undersea acoustic surveillance, he retired in 1993 with over 51 years of combined federal service. After "formal" retirement, he continued to work in his field where he was employed at the University of Washington's Applied Physics Laboratory until his passing.
Shelby was dedicated to the service of others in his church and community. He was a long time member and supporter of the Catholic Community at UC San Diego. For over 26 years, Shelby was an active leader in the San Gabriel and San Diego-Imperial Valley Boy Scout Councils. The Boy Scouts of America honored Shelby with the Bronze Pelican Medal Award for his outstanding contribution to the development of Catholic youth scouts.
