LEON D. HARRINGTON, 83 - WAS CHILD WELFARE DIRECTOR

Leon D. Harrington, an early advocate of children's welfare and pioneer in social work education, died Sunday at Van Duyn Home and Hospital. He was 83 and formerly lived at Remington Avenue. Mr. Harrington was director of child welfare in the children's division of the Onondaga County Department of Social Services where he was employed 36 years. He retired in 1970. Mr. Harrington was an early proponent of the importance of professional training for social workers. He was active in the development of courses given by the University of Buffalo School of Social Work in Syracuse, which later developed into the establishment of a School of Social Work at Syracuse University. As head of the Children's Division, he established in the division a unit to provide children's protective services, one of the first in the nation. Many practicing social workers in Central New York received their early training under his guidance. He was known as a professional whose care and concern for others was treated with sensitivity and fairness. In the early days of social welfare locally, children's protective services were administered by private human services agencies under the American Humane Association. Mr. Harrington was a member of the American Academy of Certified Social Workers and was a Certified Social Worker by the University of New York. He was a gold card member and past chairman of the National Association of Social Work, Central New York Chapter. Mr. Harrington was a 1931 graduate of the School of Architecture at Syracuse University. He was a member of Phi Chapter of Alpha Tau Omega at the university. He earned a master's degree in social work from the University of Buffalo. Mr. Harrington was a member of May Memorial Unitarian Society and was long active with the Syracuse Kiwanis Club. Mr. Harrington's wife, the former Marion Ross, died April 13. Surviving are two sons, John R. of Kent, Conn., and Leon D. Jr. of Spencerport; a grandson, Cooper Harrington of Spencerport; and one cousin. Services will be private. Burial will be in Oakwood Cemetery. Friends may call from 2 to 4 p.m. Friday at Fairchild & Meech DeWitt Chapel, 3690 Erie Blvd. E., DeWitt. Contributions may be made to Mary Memorial Unitarian Society or the American Heart Association.
