Paul Alfred Shelly, one of New Jerseys most revered 20th century education leaders, 78, formerly of New Jersey, who moved to Allentown in 1992, died Jan. 20, 2005, in Lehigh Valley Hospital, Allentown. He was the husband of Marilyn Alice Richardson Shelly. They celebrated 54 years of marriage in August.

Born in Quakertown on July 5, 1926, he grew up in Coopersburg. He was the son of the late Howard L. and Mary (Moyer) Shelly.

He was an associate professor of educational administration at Kean College, Union, N.J. Previously, he was superintendent of schools in Paramus, N.J., 1971-85. Prior to that, in Montclair, N.J., he was superintendent of schools, a director of curriculum, a director of instruction and Edgemont School principal, 1960-71. He began his career in 1950 as an educator in East Orange, N.J., later becoming principal of Stockton School in East Orange, 1955-60. From 1955-60, he was an adjunct professor of curriculum and supervision at William Paterson College, Montclair State College and Lehigh University. At 26, he became one of the youngest elementary school principals in New Jersey at Ocean Grove School, Neptune, N.J.

He co-founded a dry cleaning service in Coopersburg that was sold and eventually became Saucon Cleaners.

He entered the Air Force in January, 1945, and was honorably discharged on Dec. 26. He was a mechanic for bombers and served in the Phillipines. Following his discharge, he entered the New Jersey National Guard and achieved the rank of 1st Lieutenant and was a former adjutant.

He received his B.S. in 1950 from Kutztown University and his masters degree in school administration from Lehigh University. His doctoral level work was in curriculum and supervision at Teachers College, Columbia University, 1956-60, and Rutgers University, 1965-70, and graduate colloquium at Teachers College, 1982-83.

He was a member and former adult school leader of Asbury United Methodist Church, Allentown.

His national and statewide association leadership included: 1980-81, chairman, Princeton Group, Statewide Coalition of Educational Associations, and president, New Jersey Association of Schools Administration and frequent consultant to Kean College administration; 1982-83, president, Horace Mann League of the United States; 1984-91, chairman, trustee and field representative, Commission on Elementary Schools Middle States Associates of Colleges and Schools Commission on Elementary Education. In this capacity, he visited schools in Puerto Rico, Morocco, Sweden and the United Kingdom.

He held elementary teachers certificate, principals certificate, supervisors certificate and school administrators certificate in New Jersey. He oversaw racial integration of Montclair schools in the turbulent late 1960s and was an early advocate of the Magnet School of incentive approach to integration. He was the founder, first president and oversaw the establishment of the first West Caldwell, N.J., Community Pool.

Survivors: Wife; sons, Paul R. Shelly of Ewing, N.J., John S. Shelly of Parsippany, N.J.; daughter, Lynn M. Shelly of Allentown; grandchildren, Maia L. Russo, Andrea J. Kotrosits; sisters-in-law, Lucille Richardson Leaman of Birmingham, Ala., LydiaMarie Shelly of Minneapolis, Minn. He was preceded in death by brothers, Ralph O. Shelly, Rev. Ward Shelly and R. Forest Shelly, and a sister, Valeria Shelly Boyer.

Services: 11 a.m. Tuesday, Jan. 25, Asbury United Methodist Church, 1533 Springhouse Rd., Allentown. Arrangements, J.S. Burkholder Funeral Home, Allentown.
