US Congressman. Born in Elsinboro, he became a prominent Salem, New Jersey merchant before entering the political arena. After a stint as Salem County Sheriff, he was elected as a Republican to the New Jersey legislature. From there he ran against Democratic incumbent Congressman Thomas Merrill Farrell for the Congressional seat of the 1st District, New Jersey. He defeated Farrell, and subsequently served two terms as the 1st District's representative in the United States House of Representatives from March 4, 1885 to March 3, 1889. After choosing not to run a third time, he returned to Salem to continue his mercantile ventures. He remained active in politics, serving as a delegate from New Jersey to the 1896 Republican National Convention. He passed away in Atlantic City, New Jersey in 1911
