He was born as Wouter de Graaff on 26 January 1826 in the tiny, former village De Werken (= The Works) in the former municipality De Werken en Sleeuwijk (since 1950 part of municipality Werkendam) on the southbank of the river Merwede (Europe's busiest river), in the utter northwestern part of the Dutch southern province Noord-Brabant [see also: http://nl.wikipedia.org/wiki/De_Werken] , son of Jan de Graaff (32 y, laborer [born on 9 December 1792 in mun. De Werken en Sleeuwijk] and Hester Ippel [born on 19 November 1798 in mun. De Werken en Sleeuwijk. Father: Jan Ippel]. One of the two witnesses of Wouter's birth declaration by his father is Gerrit Ippel, 53 y, farmer. Probably a brother or uncle of Hester Ippel,I guess.

His mother Hester Ippel died already on 3 October 1828 in mun. De Werken en Sleeuwijk, 29 y aged. Wouter de Graaf, in De Werken, laborer, living with his father in De Werken, is on 21 March 1845 exempted for one year from duty in the National Army (which lasted in those days five years) "below the meisure (onder de maat)", very probably meaning that he was too short. It's very likely he was never summoned again (after a year).
