William was the third child born to Charles and Sarah (Senior) Riley. He immigrated to Milford, Oakland County, Michigan with his parents and brothers when he was 7 years old. On September 5th, 1861, he moved to Sacramento, California. After a few months, he moved to San Francisco. Finally, on August 6th, 1862, he moved one final time to Ventura, where he lived until his death.
William first worked with the California Petroleum Company, and then in 1873, he started a livery business. On June 6th, 1889, he married Janette Wakefield, the daughter of Wilson and Mary Wakefield. They had three children together: Grace, Carl, and Hazelle. They divorced sometime before William's death in 1920.
