"Joe Scanlon" is the pseudonym by which Herbert John Burgman is known to history. A U. S. State Department clerk in Berlin married to a German national, Burgman remained in Germany at the on-set of hostilities on December 11, 1941. Along with other Americans in Germany including William Joyce a/k/a Lord Haw-Haw (Find A Grave Memorial# 15118759), Robert Henry Best (Find A Grave Memorial# 41137032), Axis Sally (Find A Grave Memorial# 23000) and others, Burgman made numerous propaganda broadcasts for the Nazis.

Arrested in Frankfurt, Germany in November 1945, Burgman was indicted on 69 counts of treason. Convicted on 13 of these counts, he was sentenced to serve between six and twenty years. He died in federal custody on the first anniversary of Robert Best's death. Both Best and he died at the Medical Center for Federal Prisoners in Springfield, Missouri.
