Judge Archer was of Virginia ancestry and was educated in Virginia. He was admitted to the bar in 1841. When he began his career, his principal possessions were strict honesty, sound legal knowledge and a strong personality. These sterling qualities soon attracted clients and friends. Upon these qualities he started his future. They earned for him respect, honor, and success. Judge Archer became a patron of higher education and served on the Board of Regents of the University of CA as well as being a member of the State Board of Normal School Trustees. In 1857 he was elected Mayor of San Jose. He presided as County Judge of Santa Clara from 1867 to 1871. He was one of the founders and life members of the San Jose Law Library. He served the State in the assembly during the twenty first session of the legislature.

He was twice married with his first wife,Louise 's death occuring in 1869. Following her death, he married Alice Bethel September 12, 1870 in Truckee City, CA.
