Cecilia Theresa Milligan came to India with her parents and siblings. Her father was a Mica Mine owner. Her sister, Elizabeth Milligan married Julian Rust a well known photographer. Cecilia married Arthur Keith Chapman on the 25 January 1911 in the Dehra Dun Chapel. She was later buried in the Cemetery as was her Husband and one of their children, a daughter, Francis Cordelia Chapman. Cecilia died from Tuberculosis.
