John Regan grew up in Staleybridge and Dukinfield, Lancashire, England, in a family of textile workers. He emigrated to New Hampshire in 1862, and married Mary Ann Clark in Peterborough, NH, in 1866. He worked throughout New England as a textile mill superintendant.

Many believe he was actually born in England, but his naturalization records, marriage license, daughter Helen's birth certificate, and English censuses all clearly state he was born in Ireland.
