U.S. Senator. Seeking a legal career, he graduated Harvard University in 1923, from the University of Pennsylvania Law School, in 1926, was admitted to the bar and commenced the practice of law in Philadelphia, Pennsylvania. During World War II, he served as a Colonel in the U.S. Army Air Corps, (1941-45). After the war, he was city controller of Philadelphia, (1950-52), Mayor of Philadelphia, (1952-56) and a member of board of overseers at Harvard University, (1953-57). In 1957, he was elected as a Democrat to the United States Senate, serving until 1969. An unsuccessful candidate for reelection, he was a professor, Temple University, in 1969 and president of the World Federalists of America, (1969-71).
