He was the son of Joseph W. and Sarah Boyd Barnett. In 1854, Dr. Barnett graduated from the University of Louisiana at New Orleans (now Tulane). He served in Co."F", 18th Arkansas volunteers, Confederacy. He was a member of the State Constitutional convention in 1875. Settled in Big Spring in 1887, where he was the 11th Doctor to register to practice medicine. Was elected Howard County Treasurer and held that office until his death in 1903. He married Virginia M. Allan in 1859 and their children were: Susan Harrison (Cole), Sarah Melvina (Allen), Joseph Weir, Winnifred Lee (Carpenter), William Carroll M.D., and Benjamin Gill.
