United States Air Force General. During World War II he was the chief architect of the United Military policy to enact strategic bombing on Japanese held territory and the Japan mainland. From 1961 to 1965 he served as Chief of Staff for the United States Air Force at a time when the American military intervention in Vietnam was escalating.
