Norman was born in Ludlow, Vermont, on January 6, 1909. He was the first child of Sem Jackson and Ada Fisk.


The US Census of 1920 for Ludlow, Vermont, shows that Norman, his sister, Ellen, his brother, Leon, and their parents were living on Depot Street in a rented home with his mother's brother-in-law, Edward Lawrence. 11 related family members were living in the same building.


When Norman was 25 he married Charlotte Arline Fisk in April of 1934 in Ludlow, Vermont. Norman worked as a plumber in the Springfield area. Charlotte tended to the home. Their first child, a son, Norman Paul Jackson, was born prematurely, (7 months gestation), on 10 October 1935. His lungs never fully developed and he passed away six hours later.


A second son, Julian Mitchell Jackson, was born to the couple on the 28th of February in 1937.6 in Springfield, Vermont.


Norman and Charlotte would eventually divorce. Norman next married Janice Leola Billings in Springfield, Vermont on the 15th of October in 1945.


Norman passed away in 1977 due to lung cancer.
