Idaho Governor. After graduating from Portland Commercial College, he co-managed his father’s ranch and was active in many local civic affairs. He served as vice president of the Riverside Irrigation District (1900-05), was chairman of the board of the Canyon County commissioners (1915-21) and served as president of the Idaho Farm Board (1917-23). He also was Mayor of Pocatello Idaho (1922-30). In 1931, he was elected as a Democrat Idaho’s first native-born 15th Governor of Idaho, serving until 1937. During his terms, several new tax laws were enacted, including a mine, beer, kilowatt, and income tax, as well as, a tax on corporate stocks and bank fees. After losing the reelection a fifth term, he retired from public service and resumed farming until his death.
