Arminia was the younger of two children born to Francis Vernon Riley, Jr. and Nellie Mabel Todd Riley. She was raised at Spokane, Washington where her father was a power company civil engineer and later a right of way agent for the same power company. Arminia married to Ernest Spaulding Arnold on 27 August 1944 at Kitsap, Washington. Her husband was serving in the United States Navy and they relocated often; Pensacola, Florida in 1945; Portsmouth, Virginia in 1946; Annapolis, Maryland in 1948; Lakehurst, New Jersey in 1952; Philadelphia, Pennsylvania in 1954; Chelsea, Massachusetts in 1954; and finally to San Diego, California about 1971. Arminia and Ernest were the parents of five children; four still living and Francis Riley Arnold who died in infancy.
