William was born in Iowa to Jakob Kolb (Culp) and Martha Kennedy. Jakob died shortly after and Martha married William Meagher. William had a full sister, Mary Culp and several step and half siblings. He married Anna Berger and had six children. He was a messenger with the Milwaukee Railroad. He had severe arthritis and won awards for his wood carvings. He collected postcards on his travels.
