Moffeit was the son of Leonard Columbus Cobb and Odessa Wilkerson Moffeit Cobb. He was born and raised in Union Parish, Louisiana. Moffeit graduated from Marion High School in Marion, Union Parish, Louisiana. He was the husband of Franklyn Goss Cobb.

In 1942, Moffeit entered the U.S. Army and trained in Jackson, Mississippi. Corporal Cobb served in the Pacific Theater of Operations, and he was discharged in 1945.

Two of Moffeit's great great grandfathers were in the War of 1812, and they were James Norris and Alexander "Sanders" Cobb. Five of Moffeit's ancestors are documented Daughters of the American Revolution soldiers and patriots. These Revolutionary War ancestors are William Barron, John Barron, John Garrard, Josiah Norris and James Patrick.
