Eli was born near Doe Hill, Va. in Pendleton County, Va. (now W.Va.) Highland County was formed in 1847 from the southern end of Pendleton.

Staunton Spectator July 16, 1878

A little daughter of Mr. Eli Armstrong living four miles from Doe Hill fell from a cherry tree a few days ago and striking on a large stone knocked out six teeth and fractured the upper jaw-bone from which at least a dozen pieces of bone have been extracted.
