Sarah Lucille Devlin, daughter of Robert Hillary Devlin and the former Annie Eliza Agnew, was born in Verdery South Carolina on March 30th 1896. She was named for her paternal aunts, Sarah & Catherine Lucretia Devlin; but known as Lucille by her family. Lucille had three half brothers, Walter Theodore, Oscar Eugene and Jerome Orvin. The Devlins were long standing members of Cedar Springs A.R.P.
At the age of 21, Lucille married Joseph Tucker Ligon, son John Reynolds Ligon and the former Annie Maria Cheatham. Joseph grew up in the neighboring community, Bradley. Lucille and Joseph had two sons, Joseph Ligon, Jr. and Hillary Devlin Ligon and lived in Verdery.
