Charles was the son of Uriah Charles Burns and Sarah Louise Burchfield.

During the Civil War, a unit for Thomas' Legion was organized on 27 May 1862. Charles enlisted in Company E, Thomas's Legion (NC Infantry Regiment) in Jackson County, NC.

This unit was mustered out of service on 10 May 1865. It had last fought on 19 Sep 1864 in Winchester, Virginia.

Charles married Ollie Ann Grant, daughter of Thomas B Grant and Mary "Polly" Miller, on 22 Mar 1866 in Jackson County, North Carolina.

Four known children would be born to this union:

Eliza Jane (1867), Kelly Ann (1869), Harry Lee (1871) and Abby C Burns (1874).

It is speculated, but not proven, that he died ca. 1874; sometime after the birth of his daughter, Abby.

Charles is not reflected in future historical records, and his wife is widowed in the 16 Jun 1880 census, living in Qualla, Jackson County, NC. Ollie never remarried, caring for their children on her own.

He was 27-years of age.
