Sammie was undoubtedly named for her grandfather, Samuel Powell Ivins, and she was the daughter of William C. Davis, Sr., and Mary Hope 'Molly' Ivins. Her brothers were Clarence, William, and Henry.

In the 1900 McMinn County, Tennessee census William C. Davis Jr.'s widowed mother, Mary, was in the same household, as was his sister, Sammie, age 13. The same members of the household were also in the 1910 census in Chattanooga, Tennessee. Sammie was working as an entry clerk for the same company, Southern Express, where William worked as the bookkeeper.

William Davis' wife was Gussie Turley, daughter of John A. Turley and Mary Scarbrough.

Sammie was married to Virgil Moore, his 2nd wife, he had been married first to Emma Ryan. Virgil was 28 years older than Sammie, and he died in 1941 in Hamilton County, Tennessee at the age of 83.
