South Dakota Governor. He attended North Dakota State College (1928-29), and was a rancher. He became civilian superintendent of the Civilian Conservation Corps at Sand Lake, South Dakota, serving (1935-39) and served as a South Dakota State Senator, (1951-52, 57-58). In 1958, he was elected as a Democrat the 21st South Dakota Governor, serving until 1961. As Governor, he focused on state tax problems, appointing a Citizens Tax Study Commission to recommend tax reform. He was also active in developing South Dakota's natural resources and Big Bend Dam on the Missouri River was begun. After leaving office, he returned to his ranching interests until his death.
