Virginia was born on the Hamilton County side of the County line road near Lapel. She was raised in the Lapel EUB Church which is now the Ford Street United Methodist Church. She graduated from Lapel High School in 1936 and then attended Anderson Business College where she learned bookkeeping. She was a bookkeeper first for Guarantee Tire and Rubber and then for Oldsmobile. During the war she worked as a bookkeeper for Delco in Anderson and Muncie. After her daughter became a teenager she returned to that line of work.

She met her husband, Ed Dillie, when they both worked at the Oldsmobile dealer. Ed was working there part-time while also working at Delco Remy. They were married on Oct 21, 1939 at the First United Brethren Church in Anderson, Indiana early in the morning. They took their family out for breakfast and then left for a honeymoon in Saint Louis.

Ed and Ginny built a house on West 11th Street in 1940 and lived there until she died. They had one child.

Virginia was an active member of Central Christian Church in Anderson.
