William Bulkeley was born in East Haddam, CT and grew up in Hartford. He moved to Brooklyn NY where he opened a drygoods store. He returned to Hartford in 1867 and opened the Kellogg & Bulkeley lithographing business, were he became president and held that office until his death. He served for a time as vice-president of the Aetna Life Insurance Company and was a member of the board of directors. He also purchased and operated the Bee Hive store in Hartford. He served in the Civil War and was Captain in the 56th New York Volunteers.
He was active in Republican politics and served on the common council of Hartford. He was Commissary General on the staff of Governor Charles Andrews. He was elected Lieutenant Governor in 1880 and served for one two-year term with Governor Hobart Bigelow, and was the nominee for Governor in 1882.
