Baldwin was born about 940 and died on January 1, 962. He was the count of Flanders together with his father Arnulf I.
He died before his father and was succeeded by his infant son Arnulf II, with his father acting as regent until his own death.

In 961 Baldwin married Mathilde Billung of Saxony, daughter of Herman, Duke of Saxony, by whom he had a son and heir Arnulf II.
