US Congressman. In 1830, he moved to St. Louis, Missouri, studed at the St. Louis University, plus engaged in the paint and oil business. He was a member of the State Senate (1854-58) and President Abraham Lincoln appointed him Minister Resident to Venezuela, (1861-62). In 1863, he was elected as an Unconditional Unionist to the Thirty-eighth Congress and as a Republican to the Thirty-ninth Congress, serving until 1867. Not a candidate for re-nomination, he resumed his former business pursuits and was appointed by President U.S. Grant Ambassator to Brazil, serving (1869-71). In 1874, he was elected a member of the Board of Commissioners of the District of Columbia and served until his death at age 58.
