Will was the son of William Rufus Nelson and Salvadora Mary Lowdermilk Nelson. He was named William for his father and Monroe for his mother's brother.

He married Cora Hayes on 13 September, 1891. Their children were: Fred Hayes Nelson married Minnie Houck; William Raeburn "Ray" married Loretta Woods; Irene Nelson; Eloise Celeste Nelson; Margaret E. Nelson, and Eugenia May Nelson.
