James Milbourne was a carver and gilder who made and sold picture frames in London from about 1773 up until the time of his death. A friend of John Wesley, Milbourne commissioned a portrait of Wesley in 1787 from artist William Hamilton. This portrait, which Milbourne in 1788 had engraved and published, was subsequently given by Milbourne's heirs in 1871 to the National Portrait Gallery.

James Milbourne (c.1745-1826) and other members of his family were buried at Wesley's Chapel on City Road, London.
