John L. Rigney and his twin sister Anna Rigney were born January 2, 1850. They are considered by some as the first white children born in Puget Sound.

John married Ellen Madden in 1878 and they moved to a home in Steilacoom in 1882. They raised their seven children and lived there until their deaths, Ellen in 1909 and John L. on July 13, 1925. The 1880 census lists John L. as one of five wardens at the "insane asylum".

The state hospital for the mentally ill, known as Western State Hospital since its inception in 1870, is housed in what was Fort Steilacoom, where john L. and Anna were born.

John L. had been associated with various state Institutions most of his life and was in charge of the Pierce County Hospital from 1903 until 1909. He served as councilman and school director for Steilacoom several times. He was a member of the Catholic Church of Steilacoom and active in the Pierce County Historical Society.
