Petition - "The petition of William B. Platt, husband of Sarah C. Platt, formerly Sarah C. Stoutenburgh, daughter and only heir of Sally Stoutenburgh deceased, Respectfully Represents that the said Sally Stoutenburgh deceased, died a natural death on or about the month of December in the year of our Lord one thousand eight hundred and thirty two in the town of Rhinebeck in the county of Dutchess, without having left a last will and testament, as far as your petitioner has been able to discover... etc. That all the goods, chattels, credits, personal estate and effects, of which deceased, died possessed, owned or was entitled to, do not exceed in value the sum of Three thousand dollars." Dated 18 May 1834. Signed Wm B. Platt
Bond - "William B. Platt of Rhinebeck, Eliphalet Platt of the same place & Tobias Teller of Red Hook are held and firmly bound unto the people of the state of New York in the sum of Six thousand dollars." Dated 12 May 1834. Signed Wm Platt, Tobas Teller, Eliphalet Platt

An Act to Incorporate the Starr Institute
Passed April 18th 1862

The People of the State of New York, represented in Senate and Assembly, do enact as follows:

Section 1. Mary R. Miller, Joshua S. Bowne, William Kelly, Freeborn Garrettson Sr., Lewis Livingston, N. W. H. Judson, Theophilus Gillender, Homer Gray, William R. Schell, Ambrose Wager, Henry M. Taylor, James A. A. Cowles, William B Platt, Theophilus Nelson M. D., John N. Cramer and Andrew J. Heermance, and their successors, are hereby constituted a body corporate by the name of The Starr Institute, to be located in the village of Rhinebeck in the county of Dutchess.
