Joseph "Joe" Walter Best, Sr. 76, of 5924 Dahlberg Drive, Raleigh, NC, formerly of Clinton died Wednesday at his home.

Joe was born in Sampson County to Lucile Kelly Best and Joseph Roland Best. He lived in Clinton for 74 years until moving to Raleigh to be closer to family. Even after his move, Joe always saw himself as a true Clintonian with strong roots in the community and in the First United Methodist Church.

Joe graduated from Clinton High School in 1955. He particpated in many clubs and was elected President of the Student Coucil his senior year. Joe excelled in sports and was selected to play in the 5th Annual All Star East-West Football Tournament. His coach, Ren Hook, labled him "an excellent defensive man, best blocker and fastest lineman on my squad." Joe attended East Carolina University and graduated with a BS degree in accounting. Joe served in the United States Army and the North Carolina National Guard from 1957 to 1966 moving to the rank of Staff Sargeant.

Joe managed several farm and retail businesses before working as the Director of Administration for the City of Clinton from 1978 to 2006. He enjoyed the challenges of his job but, even more, enjoyed great camaraderie with his fellow employees and gave most of his co-workers personal nicknames. While working with the City, Joe served as President of the Carolina Association of Government Purchasing. He wa honored with the 1998 Hall-Wicker Award given by the Association for excellence and his contribution to the purchasing profession.

Joe is survived by his wife of 50 years, Betsy Ann Caison Best of Raleigh, his daughters, Kelly Ann Best and Martha "Martie" Best Huffstetler, both of Raleigh, his son, Joseph Walter Best, Jr. and wife Kimberly Ann of Franklin, TN; his grandsons, Grey Best Huffstetler of Raleigh, Andrew Caison Best, Joseph "Trey" Walter Best, III, both of Franklin, TN; his grandaughter, Kelsea Boehner Best of Franklin, TN; step-grandchildren, Anthony "Tony" Richard Bischoff of Cincinnati, OH; Jennifer "Jen" Lynn Bischoff of Nashville, TN; his sister, Lucile Best Jones and husband James David "Dave" of Raleigh.

The family received friends following the services at the church.

A celebration of Joe's life was held at 2pm, Saturday, April 14, 2012 at First United Methodist Church, 208 Sampson Street, Clinton, NC.

A private graveside service and burial was held in Clinton City Cemtery.
