Burley grew up and attended school in the Astoria Community in Texas County.
He was united in marriage to Opal Veneta Tate on October 28, 1939 in Hartville, Missouri. Four daughters were born to this union.
Besides his parents and his wife, he was preceded in death by a daughter: Sharon Kay Cantrell; three brothers: Oscar, Claude, and Donald Cantrell; and by one sister: Winnie Gaddis.
He is survived by his three daughters: Eula Shobe of Springfield, Missouri, Joyce White of Mtn. Grove and Phyllis Melton of Houston, Missouri.
