Rebecca Ellen Rutherford was born circa 1839 in Monongalia County, Virginia. She married Chandler Hawkenbery, son of Jesse Hawkenbery and Melinda Smith, on 29 January 1862 at John Hall's home. However, in December 1863 her husband enlisted in the Union Army, and by August 1864 he was dead. Rebecca Ellen Hawkenbery married Edgar W. Shurtleff, son of Oliver Shurtleff, on 1 October 1873 in Marion County, West Virginia. Edgar's first wife had died the previous year, leaving him with six children, ages 5 to 17 years old. Rebecca and Edgar had four more children, all born in Fairmont. She and Edgar lived in Fairmont in Marion County, and he farmed.

About 1880, Rebecca and Edgar migrated to Nebraska. It seems likely that they were drawn to Nemaha County by other members of his family. Edgar's brother, Marcellus Clay Shurtleff, had come to Nemaha County in 1867, where he raised a large family. Also, immediately in front of Rebecca's burial place is the tombstone of Elder Daniel W. Shurtleff, who died 2 February 1880.
