The son of David & Annette (Wise) Ziegler or Margaret Ann (Weybrecht) Ziegler (both reported), in 1860 he may have been a carpenter living with and/or working for John Chick in Dover Township, York County, Pennsylvania, but that is unconfirmed. He stood 5' 6" tall and had brown hair and brown eyes.
A Civil War veteran, he enlisted and mustered into federal service at York September 12, 1861, as a private with Co. I, 87th Pennsylvania Infantry. According to the 1863 draft registration, he was regimental quartermaster, but his service records do not support that. He deserted December 20, 1862, and never returned. He should not be confused with a different Philip Ziegler who served with the 208th Pennsylvania Infantry.
