Fourth child and third son of William Franklin Fagg and Mary Ann Mabe Fagg, he was married to Martha Flinchum.

James Mastin Fagg was a farmer, public school teacher, storekeeper, and long-time public servant at Dillard in Stokes County. He pursued his education in the local common school, at Capt. John E. Hoey’s Danbury Academy, at Oak Ridge Institute, and in 1907-1908 attended the winter course in agriculture at N.C. A&M College, predecessor of N.C. State. From 1892-1898 he served as justice of the peace for Beaver Island Township. In 1908 he won election to the state House of Representatives in Raleigh, and in 1910 was reelected. From 1912-1914 he served as a county commissioner and according to his daughter Bessie, was most proud of his efforts toward improving the county’s roads. On May 31, 1913 he was appointed postmaster at Dillard at his country store until the office was discontinued on June 15, 1920. After retirement from office Jim continued his store and remained active in county affairs with his wife Martha into their 60s, as Martha was appointed to the county’s committee for Homecoming Week in September 1929 and Jim served as census enumerator for Beaver Island Township in 1930. Danbury, Sept. 8.-- J. M. Fagg, 72, of Walnut Cove, Route 2, one of Stokes county's best known citizens, died today at the home of a daughter, Mrs. R. J. Reid, Winston-Salem, Route 3, after a long illness.

Surviving are three daughters, Mrs. R. J. Reid, Winston-Salem; Mrs. G. T. Eggleston, Walnut Cove, Route 2, and Mrs. W. G. Jones, of Winston-Salem, Route 3; five brothers, W. I. Fagg, of Danbury; H. D. Fagg, of Pilot
Mountain; Sam Fagg, of Candor; A. J. Fagg, of Rural Hall, and Robert Fagg, of Eugene, Ore., and two sisters, Mrs. Frances Ball, of Winston-Salem, and Mrs. Walter Nelton [sic, for Nelson], Walnut Cove, Route 2. Th[e]fun[e]ral will be held at Wilson Baptist Church Sunday aft[e]rnoon at 2 o'clock. Elder J. Watt Tuttle, of Danbury, and Elder Walter Mabe, of Madison, will conduct the services. Burial will be in the family graveyard.
