Rev. Levi Shinn was born in Shinnston, West Virginia, to Levi and Elizabeth (Smith) Shinn. There were eight children in this family. His Father helped found the town of Shinnston, West Virginia.

Rev. Levi Shinn became a Methodist Minister and migrated to Ohio and than to Illinois. In his son's obituary (Samuel Shinn) it states that Rev. Levi walked to California and back two different times just for his health. He drove a team of oxen to California to work the gold mines. It is said he purchased his farm in Durham Township, Illinois with the proceeds he earned from working the gold mines.

He married Sarah McDowel 31 July 1804 in Jefferson County, Ohio. They raised eight children; Elizabeth Shinn, Mary Emily Shinn, David Shinn, Solomon Shinn, Levi Shinn, Samuel Shinn, Asa Shinn, and William Shinn.

At least two of his children migrated to other states and raised their families there. They were Solomon Shinn and Asa Shinn.
