Former Apostolic Nuncio in Belgium, Luxembourg and the European Community, and Archbishop of the Titular See of Nepte, Monsignor Igino Eugenio Cardinale was born in Fondi, Province of Latina, Italy, on October 14, 1916, to the Cavalier Ufficiale Gaetano Cardinale and his wife Uliana Cimino. Raised in the United States of America, where his family moved for a number of years due to his father's job, a maker of fine shoes. He attended school in Boston and later in New York City, where his family settled in College Point near Flushing Meadow. Deciding to become a priest at 12 years of age, back in Italy, he studied for the Priesthood across Gaeta, Salerno and Posillipo. A naturalized American, sharing a Roman apartment with his sister Gilda, they carried their conversations only in English.

Ordained to the priesthood at 24 years of age on July 13, 1941, after a number of years in the Middle East, Don Igino returned to Rome, where he entered the Secretariat of State of the Vatican City. At 47 years of age, he was named Apostolic Delegate to Great Britain by Pope Paul VI, receiving his episcopal consecration with the Titular See of Nepte on October 20, 1963, from Pope Paul VI, assisted by Archbishops Pietro Sigismondi and Sergio Pignedoli. Papal Delegate to the Independence of Malta on September 21, 1964, Monsignor Cardinale was appointed Apostolic Nuncio in Belgium on April 19, 1969, and in Luxembourg on the following May 9. Furthermore he was named Nuncio for the European Community on November 10, 1970.

A leading expert in Vatican honorary decorations, his numerous publications include "Orders of Knighthood, Awards and the Holy See", Archbishop Cardinale died of a blood infection in Brussels on Thursday, March 24, 1983, aged 66. Among those who paid their respects to the Archbishop while lying in state, was King Baudouin of Belgium. While in office, Archbishop Cardinale confirmed 65,000 Belgian children.

Funeral Mass, presided by Cardinal Agostino Casaroli, Secretary of State of the Vatican City, was held at St. Peter's Patriarchal Vatican Basilica on March 28. Interment followed inside the Cimitero di Castel di Guido, Rome.
