Eli Shugart was the son of Zachariah Shugart and Catherine Best. His mother Catherine was born 6 April, 1742 in Germany and died in 1822, probably in Surry Co., NC. His father Zachariah was born in Chester Co., PA 28 February, 1746/47, the son of John Shugart and Susannah Talkington. Zachariah died in Wayne Co., IN in 1832.

Eli married Jane Harding in NC on 5 May, 1801. They made their home in Cumberland Co., KY in the Bear Creek section of the county.
