There are only approx. 5 months between the two birthdays(Rachel's and Dicey's,) which would mean that Dicey was only 5 MONTHS Gestation when she was born. In other words, she would have been a 20-week old Preemie and she wouldn't have lived. I do not believe that Rachel Ann Perkins is Dicey's sister.
