Sylvia was born in Albany, the first daughter of Alta Charlotte Cummings and Maitland Charles Bird. She was a graduate of Gould Academy, and ran Sylvia's Beauty Shop in Bethel in the years before her marriage to Steve Hoey. The proud mother of Dennis and Sandra, and even prouder grandmother of Kevin and Reece, Syb loved attending her children's and grandchildren's sporting events. She was particularly close to her sister, Madelyn "Duff" Brooks, and Duff's daughter Jackie.
