Assigned to Hawaiian and Philippine Departments. 1916-17: Mexican Punitive Expedition. 1918: Staff officer to AEF under General John J. Pershing. Post World War I: military instructor. World War II: Office of Inspector General, Sixth Army. Post -World War II: President of the board of one of the War Crimes Trials in Germany. Retired from the Army 1947. Director of Civil Defense, Cleveland, OH, 1947-52.

Colonel Garr was to be interred in the family plot in Ogden City Cemetery, plot D-15-14-1w1, later changed to Arlington National Cemetery on March 15, 1963.
